According to this Agreement, the two sides will establish a cooperation framework to support Can Tho in researching and evaluating potentials and advantages; propose and support resources for planning, as a basis for attracting investment. The scope of research and proposals focuses on the following areas: urban development; logistics; industry; energy; tourism; trade – services; agriculture; sports and other fields in line with the city's development orientation.

Through cooperation, the two sides aim to contribute to the construction and development of Can Tho City into a national growth pole, playing a leading role in the Mekong Delta; prioritize research on projects with motivational nature and high added value.

Cooperation also aims to promote improving the quality of life of people, creating jobs, improving the community's capacity to participate in economic development; associating sustainable development with the preservation and promotion of local cultural values. The agreement encourages the application of modern technology and appropriate management solutions to improve productivity, efficiency and quality of key products and services; creating a driving force for growth and improving the competitiveness of the city.

In terms of long-term orientation, in the field of service cities and high-tech industries, the focus is on proposing the planning of the Complex of Industry – Logistics – Science and Innovation – Aviation City (Aerotropolis Can Tho). The research location is expected to include the new airport and the surrounding area with a scale of about 16,000 – 18,000 hectares.

In the field of culture – sports – education and training and innovation, T&T Group proposes to study the plan to upgrade and exploit Con Cai Khe stadium in the form of a public-private partnership, and at the same time research and plan the human resource training area and Can Tho Olympic sports center with a scale of about 3,400 hectares. towards becoming a regional center of knowledge, innovation and culture and sports.

In the field of renewable energy, the group of businessman Do Quang Hien proposes to plan and develop a project to establish a Renewable Energy Center, playing the role of a focal point for research, development, management and implementation of projects. In the financial sector, T&T Group researches to provide financial services, digital banking and payment utilities in accordance with actual needs. In the period of 2026–2030, T&T Group will focus on researching, proposing and implementing priority projects in the fields of infrastructure, urban and energy.
