Quang Tri and T&T Group discuss solutions to remove obstacles and accelerate key projects

On October 19, 2026, the Quang Tri Provincial People’s Committee met with T&T Group to review progress on investment projects in the province and discuss solutions to outstanding difficulties and obstacles, with the aim of accelerating key projects.

T&T Group is currently a major investor in Quang Tri, with a portfolio of key projects including Quang Tri Airport, the Hai Lang liquefied natural gas (LNG) power project, the Gio Hai Tourism and Services Area, and the Cam Lo integrated urban development with tourism, resort and golf facilities. These strategic projects are expected to generate new momentum for growth, contributing to socio-economic development in both the province and the wider Central Vietnam region.

Quang Tri Airport scheduled to begin commercial operations in March 2027

According to T&T Group, more than 80% of construction work at Quang Tri Airport had been completed by mid-October 2026, with the apron, runway and taxiway substantially complete.

However, several outstanding tasks still require coordination with the relevant authorities to ensure that the airport begins commercial operations on schedule in March 2027. These include completing the handover of the site, connecting infrastructure networks, ensuring a stable electricity supply and making the necessary preparations for the installation of aviation equipment. Support mechanisms are also needed to attract airlines and encourage them to establish routes to Quang Tri Airport during its initial operating phase.

Quang Tri Airport’s first technical flight took place on October 15, 2026, to inspect and assess obstacle clearance.

Alongside the airport project, T&T Group is also exploring an investment proposal for an integrated development comprising an aviation industrial complex, a free trade centre, a science and innovation urban area, and an airport city in Quang Tri. The proposed development would cover approximately 11,577 hectares. T&T Group has invited Singapore’s CPG Corporation to explore planning concepts, with a view to developing aviation-related industries, high technology, logistics, trade and urban areas.

For the Hai Lang LNG power project, the investor has completed numerous tasks in the project preparation phase. However, unresolved issues concerning the power purchase agreement (PPA) are directly affecting its ability to arrange financing. Site clearance, the conversion of forests to other uses and certain related procedures have also yet to be completed.

Based on an assessment of actual progress, T&T Group has asked Quang Tri Province to consider and support a proposal to reschedule the start of commercial operations to the early part of the 2031–2035 period, with the aim of bringing two generating units into operation in 2031. The Group also requested coordination with the province in working with the Ministry of Industry and Trade and Vietnam Electricity (EVN) to conclude PPA negotiations as soon as possible and accelerate project implementation.

At the Gio Hai Tourism and Services Area in Cua Viet Commune, infrastructure works are approximately 90% complete, while structural work on the shophouses and resort villas has been largely completed. Under the current plan, the entire project is scheduled for completion and opening in the fourth quarter of 2027.

However, outstanding issues relating to detailed planning, land-use designation, and the determination of land prices and land rent are affecting the completion of the required legal procedures and work on the remaining project components.

Coordinating efforts to resolve difficulties and accelerate key projects

“I reaffirm T&T Group’s determination to implement these projects. With difficulties and obstacles resolved promptly, together with the support and close cooperation of the provincial leadership, departments and agencies, we will do our utmost to accelerate progress and bring the projects into operation as soon as possible, while ensuring quality and compliance with the law,” he affirmed.

Acknowledging T&T Group’s efforts, particularly on the Quang Tri Airport project, Mr. Bui Hoang Phuong, Chairman of the Quang Tri Provincial People’s Committee, affirmed that the province would focus on resolving issues within its authority and coordinate efforts to seek solutions from central authorities to policy and regulatory obstacles.

He also instructed provincial departments, agencies and local authorities to work closely with the investor, clearly assign responsibilities and set deadlines for each task, ensuring that procedural delays do not affect project schedules.

Also on October 19, the Quang Tri Provincial People’s Committee, T&T Group and Airports Corporation of Vietnam (ACV) signed a cooperation agreement for the 2026–2030 period to promote aviation, tourism, trade and digital transformation in the province.

Under the agreement, T&T Group will focus on bringing together airlines and businesses in tourism, trade and logistics, while exploring solutions to develop air routes, attract passenger traffic, expand cargo transport and improve the operational efficiency of Quang Tri Airport.

The Quang Tri Provincial People’s Committee will take the lead in investment, trade and tourism promotion and market development, with the aim of attracting air routes, passengers and cargo to and from the province. It will also study supportive mechanisms and policies and facilitate administrative procedures.

Meanwhile, ACV will cooperate in studying route network development, facilitating connections with airlines, sharing airport operating experience and supporting the application of digital technologies in the aviation sector.

In addition, T&T Group signed a separate framework contract with ACV on cooperation in operating Quang Tri Airport, focusing on airport management, ground handling services, personnel training and operational support during the 2027–2032 period.
